At the moment, meteorological system at road "Astana-Shchuchinsk" has been tested. As it was said by
Rustam Isaev – "Construction of meteorological stations along toll roads is planned in 2019". Isaev also
reported on the construction of infrastructure system for collecting fees on the following road sections:
“Astana-Temirtau”, “Almaty-Kapshagai” and “Almaty-Khorgos”. By the end of this year, completion of
works is planned on two roads "Astana-Temirtau" and "Almaty-Kapshagai".
Testing of the system is scheduled to be started on January 1, 2018, with further switchover to full
operation in the second quarter. "In general, all are interested in what will be the cost of travel on these
road sections. At the moment, we adhere to those rates that are used on the road "Astana-Shchuchinsk"
– this is 1 tenge per kilometer for cars", said Isaev. He noted that all toll roads fall in the first technical
category and have an increased level of comfort and, as a consequence, such roads have a great
potential for development of roadside service facilities along them.
"Tolling systems are introduced in order to repair and maintain these roads, and financial surpluses that
remain at the end of a year are transferred to the budget. The principle of toll roads is that – he who
goes on the road, pays for it" said Isaev.
It should be mentioned that work is continuing on design of other road sections where a fee will be
charged. In total, there are 13 sections, with length more than 5 thousand kilometers. The following
roads are among them: Shchuchinsk – Petropavlovsk – border of the Russian Federation (to Kurgan),
Astana – Kostanay – border of the Russian Federation (to Troitsk), Astana-Pavlodar, Pavlodar – border of
the Russian Federation (to Omsk), Aktobe – Uralsk – border of the Russian Federation (to Samara) Uralsk
– border of the Russian Federation (to Saratov), ​​Aktau-Beineu, Atyrau-Dossor- Beineu-Bekzhigit- border of
Uzbekistan, Kapshagai – Taldykorgan, and Kazakhstan section of International corridor Western Europe –
Western China.
It is expected that design will be completed in the first quarter of 2018 and works on construction of the
relevant infrastructure will begin. In general, "Nurly Zhol" program plans to introduce a tolling system
for 6 thousand kilometers of roads by 2019.
