The opportunity of participation of EBRD in projects of road sector of Kazakhstan

25.08.2011 the Minister of transport and communications of RK Berik Kamaliyev has met the Director of EBRD in Kazakhstan Michael Weinstein.

During the meeting the issues on road development were discussed. In particular, the opportunity of funding by EBRD of road reconstruction “Tashkent-Shymkent”, “Almaty-Khorgos” are being considered, and also aspects of cooperation in area of state-private partnership in realization of construction project of Big Almaty Ring-Road (BARR).   

For reference:

  • The cost of road reconstruction project “Tashkent-Shymkent-border of Zhambyl region”, length 102 km, is 75 billion KZT.  The general parameters of section – I technical category, 4 traffic lanes. Under grant of European Bank of Reconstruction and Development (1,5 mln. EUR) consortium “ARUP” as a part of “KPMG”, “Pinsent Masons”, “SALANS” executes consulting services in preparation and supporting of pilot concession project “Tashkent-Shymkent”. According to the results of performed analysis of existing technical and economic substantiation, at the present time the partial realization of concessive project is being reviewed based on road reconstruction with the elements of long-term maintenance.
     
  • The cost of reconstruction of section Almaty-Khorgos, with the length 304 km (I category, 4 traffic lanes) is about 169 billion KZT.  In 2009 according to results of session of Concession commission, the best tender application was the application of company «Impregilo S.P.A». However, during sustained negotiations on clarification of concession contract the agreement with company is not achieved. Taking into account the cost of project and necessity in its strategic realization, the alternative mechanism of project realization the option of “involving of governmental foreign loans” is suggested. At this moment this option is under the consideration of International Bank of Reconstruction and Development.  
     
  • The cost of construction of Big Almaty Ring-Road (BARR), with length 69,85 km (I technical category, 4, 6 traffic lanes) is about 87,5 billions KZT. In 2009 the tender on electing the concession participant has not been made due to absence of participants’ applications. At this moment under the realization of this project the redemption of land sections are being carried out. Pursuant to preliminary data of Almaty region akimat, the quantity of land sections, subjected to redemption is about 412 sections by area 818 he. The size of redemption is about 14 billion KZT.

According to the results of the meeting the decision on further cooperation of Ministry of transport and communications and EBRD was made.
